  • It can all be done from the WebAdmin interface.

    To Block:

    Web Protection... Application Control

    Application Control (tab)

    + New Rule
    Name: psiphon Block

Group and position: (won't matter if this is your first rule)

    Action: Block
    Control By: Applications
    Control these Applications: psiphon
    For: Any
Log: Checked (if you plan to review the logs to see who is up to tricks)

    - - - -

For completeness, this is how you could limit traffic volume rather than block:

Interfaces & Routing... Quality of Service (QOS)

    General (tabl)
Enable at least one interface that will handle the traffic

    Traffic Selector (tab)

    + New Traffic Selector

    Name: psiphon traffic
    Source: Any
    Destination: Any
    Selector Type: Applications
    Control These Applications: psiphon

    Download Throttling (tab)
    Throttling Rule
    Name: psiphon throttle
    Choose Interface
    Choose Position
Choose Limit kb/s: 1000 (or whatever value you want)
Limit: Shared (all sessions) or other desired mode
    Traffic Selector: psiphon traffic

If the traffic is happening currently, it gets even easier:

From the dashboard, click on an interface bandwidth gauge to bring up traffic analysis.

After a pause to load data, the pop-up window will display applications currently being used, and total bandwidth.   To the right of each application is a button to create a Block, Shape, or Throttle rule.   The Throttle button will create both the Traffic Selector object and the Download Throttling objecvt.

I have not played with shaping, so I did not include that example.
