Content Filter/Policy Test not working correctly?

A user wants to visit a website related to food. Sophos says:

Website Blocked, Location: bidfood.nl, Your organization's policy prohibits access to websites categorized as Gambling.

I reported this to Sophos for not being correct, https://secure2.sophos.com/en-us/support/contact-support.aspx but I want to enable it for my user. If I go to Policy Test I get the following result:

Request URL: http://www.bidfood.nl/ Request Time: 07 Sep, 10:33 (CEST) Result: Allowed Policy name: Allow Traffic

I tried to allow this site on several ways (allow gambling, create exception, add website to allow list), but it is not working.

Can someone tell me what the correct way is for an URL to bypass the Content Filter?
