Cannot save Visio 2013 files in 2013 format nor 2003-2010 format while running encryption

Using Visio 2013.

When saving, using Save or Save As, an error message displays indicating the Save did not go through.  These errors are:  "There is a file sharing conflict.  The file cannot be accessed as requested" or "DOS Sharing violation."

This does not occur when I save to a non-encrypted USB drive on the same computer.

Something similar happens with Word 2013 when you perform several (maybe 7) Save As in a row where you increment the filename by 1 each time.  For instance, create a  Doc1, Save As, Doc2, Save As, Doc 3, etc.  eventually the Save As window will pop back up unexpectedly as if you did something wrong, when indeed it should just be displaying your doc with the DocX filename at the top.

I have not been able to reproduce this in PowerPoint2013 nor Excel 2013.

We recently upgraded to version 8.0 and have been having troubles since March 9th, 2017.

We reinstalled Windows and Office 2013 to no avail.
