interestingly I saw that the user completed it in IE, and with the same email link. Somehow he failed once, then started the training again, but Phish Threat rejected his 100% completion. I can see in the Export that this looks like a bug.
Ok so I was able to replicate the glitch.
1) Open up the same training in two different browsers.
2) Go all the way to the questions in each training.
3) Fail one of them in one tab. I did not click the "save and continue"
4) In the other tab get 100%.
5) Click the save and continue on the first tab (not sure if clicking in a specific tab is important).
Then you get the awesome message of:
