iPhone does not search Exchange Global Address List

Question

We are deploying iPhones via SMC (v7) and Apple DEP with a number of policies and setting up Exchange ActiveSync. 
 
 When a user chooses a new email and clicks + to add a user, the Exchange GAL is not searched automatically - instead you have to choose groups, scroll down and choose exchange GAL. This is really inefficient. 
 
 Is there a way to set up the phone to search the GAL automatically.

This question can be ignored. It does search the GAL - there was simply a delay when using 4G
