Privacy Advisor Question, permissions ok?

Hello, I need some help. I have been having a problem with someone hacking into both my laptop and my cell phone (s) for the past month. I believe my laptop was being accessed remotely via the windows powershell program. I bought a new Blackberry keyone in August which is what alerted me to this issue. It gave me warnings that my location was being accessed an abnormally large number of times. It was in the hundreds. I started snooping through my laptop reading the windows logs and It seemed someone had gone through my guest account and migrated themselves to being an administrator on the computer. I am not that knowledgeable about computers though. As I started to delete files I noticed someone on the computer.  I had the laptop looked at by a local computer shop. He said he ran some scans and found nothing. Blackberry walked me through a factory reset telling me that would remove any issue, which I'd already done and told them I didn't think that would solve it if they were in the system. 

So a couple weeks go by and I notice an ipad logged into my old gmail. (I had created a new gmail for my bank etc...) I revoked all logins and the next day decided to check my new gmail on my new blackberry. I open the browser and it tells me its logging into my old gmail and then I notice there are 16 browser windows open and they are in my account. 

I had given my mom a new samsung S8 which she just got up and going. I called her from a roomates phone the next day and a guy answered the phone. I drove up there and got that phone. Before getting home I installed a bunch of monitoring apps. I set up the Sophos Security App on it. I work out in the field so I left the phone at work. I turned it off. When I came back the phone was on, and it said on the screen "searching for beacons". 

In the privacy advisor there seem to me to be a lot of permissions granted to the apps. I am posting some screenshots I took for the google play services. Under the Dangerous permissions I am unable to change the permission for location. 

 

Please advise if everything here looks ok or not.

    Well I factory reset the S8 and gave it to a friend. Not sure if it's ok or not. Tried using my blackberry last night and it's definitely compromised. Taking both my laptop and blackberry to a  specialist to determine what's been going on and then determine if I need to contact the authorities. I can't figure out who or why these attacks are happening to me but it's becoming a little much, I'm close to losing my sanity.
