Users and Groups in a Workgroup

What is the purpose or use application for having people (USERS) and groups?

I am trying to figure out if using them will help me to manage.

Is it so you can apply custom policies to a group?

 

What is the best way to utilize this functionality.

    I have no first-hand experience with Central/Intercept X. Someone may correct me if I'm wrong.
    I assume that a user can have two policies assigned, one directly and one via the group and the higher policy wins. Thus for a certain user/computer combination up to four policies might compete for the win. But it should be rather easy to find out how it works as the User Summary shows amongst other things the policies that apply.
