Intercept X Desktop Messaging

We wish to disable the Intercept X Desktop messaging for end users. I have done so in policy, but users are still reporting messages appearing. I opened a ticket with support and they reproduced as follows:

"After performing some testing on my environment, I am able to confirm the same symptoms that you are experiencing on your end. 

When running an EICAR Malware test file on the desktop there was no Threat Detection alert generated. When running a PUA on the system, an alert was generated for the PUA detection as well as when the SophosTester (used for testing Intercept X),  even though Desktop Messaging was left disabled. "

The support tech I was working with suggested this be escalated to the Product Management team, since the feature request website does not directly include Intercept X I am posting here as suggested.
