EnabelDebugging.exe on server 2012 r2

When I try to run EnabelDebugging as disctrbed in How to enable verbose logging... the SAVService stops and I get this error: -

C:\>EnableDebugging.exe
Stopping service 'SAVService'
Error: Unable to create DOM document instance COM error: -2147221164

The comand prompt is run as administrator.

Any help would be appreciated.

Hello PopsZ1,

just a guess - EnableDebugging modifies factory.xml, could be an improperly registered msxmln.dll. Please try unregistering and re-registering, hm, msxml6.dll (both \system32 and \SysWOW64 versions).

Worse case you can ask support for the manual steps of creating the debug reg key and updating the XML.
