The 'Clean Up Threat' button in the Quarantine Manager is grayed out (1 - see annotated screenshot below) even after authenticating your user account with the padlock account. Additionally the 'Action Available' column becomes stuck with 'Cleanup in progress' (2).

The file(s) shown in the Quarantine Manager are no longer 'on disk'. They may have been deleted or moved - either manually or by some other process.
With the lower panel of the Quarantine Manager expanded and your account authenticated against the padlock select (click) the item in the upper panel that has this issue.
In the lower panel note the 'Path and Filename' value or values (3) and browse to that location in Finder (4). Note: You can also use the 'Reveal in Finder' button as well (5).
If the item(s) are no longer on disk you can select 'Clear From List' (6) in the quarantine manager.
