This article explains the alert "Restart needed for updates to take effect (error 0000006d)" caused by the Windows fast boot option and how to resolve it.

This issue happens when the Windows fast boot option is enabled and the computer has been shut down, instead of a restart. This will actually initiate a new mechanism of hibernating the kernel mode components and it will not fully unload all components used by our software. It then causes the Enterprise Console to see that the restart has not occurred yet since the reboot flag is still present.
