Install Error 125

Trying to install cloud onto an XP SP3 machine. All antivirus is removed and the machine rebooted. Checked registry entries and they match another XP SP3 machine that it did install correctly on. User has admin permissions, ran a Malware scan just to be sure. Made sure the firewall is turned off. What am I missing. This is the XP machine that it will not install on.

    Thanks for the help. Since XP has been dead for 2 years I cant see it being an update issue especially when there is another XP machine on the same network and it installed just fine. I have also deployed it on another network that has 3 XP machines without an issue as well.
