Export Compliance

Hi,

Today I tried to download the free Virus Scanner for Mac. I then got the message that there is a compliance failure. I have OS X 10.6.8 Snow Leopard. As I live in the Netherlands I don't understand why there should be an export compliance issue.

Could somebody please explain why I get this message ?
