Invalid key recovery file problem

The POA show workstation is locked. Perform Chanllenge/Response to unlock, so that I perform the policy editor to run recovery wizard but the screen is show "Invalid key recovery file"

    May I want to know that use recovery key fucntion whether need to match the same policy editor create configuration package pc?

    For example, I use A PC install install Policy editor to set policy and create configuration package.

    Then, one full encrytion notebook is locked. And then I use B PC install Policy editor and click "Recovery" button to import recovery .xml key is show "invalid key recovery file" message....

    I mean if PC has problem need to reinstall OS and Policy editor whether could cause all old .xml recovery key also invalid?
