After Safeguard 6.10 Uninstall/ Decryption Stuck at Starting Windows screen

I have a Dell Precision M6700 Windows 7 Ultimate x64 which I cannot boot after removing the safeguard software.  I took the following steps:

1.  Remove Client Configuration

2.  Remove SGNClientX64 (this caused the decryption process to run)

3.  Was prompted for a reboot and I obliged

4.  Stuck at "Starting Windows" screen after reboot

I can boot to safe mode.

If I try to run a system restore it fails immediately.

Is there something I can run from Safemode to fix this?  Please advise.

    Update:

    I left work yesterday with the laptop sitting at the Starting Windows screen.  When I came in this morning I had a BSOD with the following error information:

    Stop Code: 0x7E

    Driver: atikmdag.sys

    Problem solved.

    Booted to Safe Mode --> Uninstalled display driver --> booted normally --> reinstalled correct video driver from Dell. 

    It was an external ATI video card which was improperly detected by the ATI auto detect driver software which led to some frustration before resorting to dells support site.
