SEA cluster, can a duplicate instance of SEA be kept on standby without additional licensing?

Question

It is my understanding that a customer can have one UTM clustered to a backup UTM without licensing the second UTM. Likewise, in Email Appliance world, can a second SEA be clustered to the first SEA without an additional license?

 Yes you can cluster it. 
 If you have a cloned appliance, you don't need to get a license but need to re-register the cloned appliance.

 To have a UTM clustered to a backup UTM without licensing the second UTM : It is possible in UTM 9 , but is should be in active-passive mode.
