email quarantine summary

Is there a way to send the quarantine summary email and disable the ability to reply and release emails?

You can't directly set permissions for the quarantine digest itself. You could try setting up a policy that blocks emails sent to the FQDN of the appliance. That might work. 
 
Try blocking outbound mail to sea-auto-approve**@<FQDN>. Hopefully that just breaks it so users can't send the release email.
